Aim of the project was to review and update Palau’s INDC 2015

Objective

Design and develop Palau’s enhanced INDC 2015, including enabling environment for an enhanced NDC with achievable targets for Palau (2025 to 2030), and ensure its coherence with other climate, energy, water and disaster-related policies, national development plans and SDGs.

Our Approach

NDC Best Practices Benchmarking

Conducted desktop research to identify and benchmark global best practices for NDC. Analyzed the 2015 INDC of Palau through a GAP assessment framework and identified key findings.

GHG Baseline Estimation

Developed a bottom-up excel model for Business-as-usual and Business-to-be GHG estimation scenarios and conducted stakeholder validations.

Target Setting and Strategy Development

Formulated NDC targets and developed mitigation measures for GHG reduction under BTB scenarios for Electricity, Transport, Waste, IPPU and AFOLU sectors. Developed adaptation measures and strategies for 10 critical sectors of the countries for enhancing coastal and marine resilience.

Implementation Plan

Incorporated cost assessments and budgeting into the implementation plan to ensure financial feasibility and resource allocation for each measure.

Outcome

  • NDC document for Palau outlining the nation’s commitment to Paris agreement for reducing GHG emissions through detailed baseline assessments, target setting, and the implementation of mitigation and adaptation strategies. The NDC also includes cost estimations of 90+ national mitigation and adaptation measures developed based on country specific requirements and stakeholder validations for enhancing Palau’s coastal and marine resilience.
