Despite a $46 billion market, adoption is limited by high costs, low awareness, subsidy implementation issues, and underutilization. The report emphasizes the need for innovative financing, business models, quality standards, and stronger multi-stakeholder collaboration to scale the PURE ecosystem and ensure sustainable rural development.
