India’s shift to electric buses demands extensive institutional and workforce readiness. This report outlines a national-level Training Needs Assessment (TNA) for e-buses under the SMART-SUT project, identifying skill gaps across departments and staff hierarchies in Public Transport Authorities. It presents three volumes covering TNA findings, modular training design and delivery mechanisms, and a review of existing organizational structures. The report outlines recommendations for organogram revisions and targeted upskilling needed to transition from ICE to e-bus operations
