The aim was to update FSM’s NDC to ensure alignment with recent global climate outcomes (COP28 and upcoming COP29), national priorities, and regional climate frameworks

Objective

The key objective of the project was to update FSM’s NDC (NDC 3.0) with mitigation & adaptation priorities including Loss & Damage, Oceans, Biodiversity, and Waste as new themes; and suggest measures and means of implementation.

Our Approach

Policy & Literature Review

Conducted a desktop review of the 2022 NDC, relevant national/sectoral policies, and recent global outcomes such as COP28/29 to ensure alignment and identify update needs

Baseline Assessment and Thematic Prioritization

Defined available baselines and identified additional data needs; compiled inputs from consultations and defined measures for adaptation/mitigation priorities; introduced a dedicated Loss & Damage section for the first time

Implementation Framework and Integration

Suggested means of implementation for the identified measures, emphasizing integration with national planning frameworks and existing programs

Stakeholder Coordination and Consultations

Coordinated with DECEM and engaged national and state stakeholders; designed and undertook consultations/workshops to support the NDC 3.0 update

Outcome

The project enabled FSM to successfully prepare and submit its NDC 3.0 (2025–2035) to the UNFCCC, fulfilling its commitment under the Paris Agreement. The update reflects enhanced ambition across mitigation, adaptation, and loss & damage, developed through extensive national and state-level consultations facilitated by pManifold.
