The project supports Zimbabwe’s shift to e-mobility by preparing the GEF-8 CEO Endorsement document and annexures. It includes technical assistance and a pilot e-bus demonstration to address emissions from the aging, fuel-dependent transport sector.

Objective

The USD 9 million project aims to prepare the GEF-8 CEO Endorsement document and annexures to promote e-mobility through technical assistance and a pilot e-bus demonstration, with 30% funded by GEF and the remainder co-financed by multilateral ministries and UN-Habitat

Our Approach

Baseline Assessment

Developed the baseline context of transport sector in Zimbabwe, comprising of national transport characteristics, key stakeholders, EV deployments, supporting policies/ initiatives, barriers to EVs, and others

Project Logframe

Developed the project logframe, outlining the proposed project components, expected outcomes, outputs with associated budgets, deliverables, proposed indicators, problem tree, and theory of change

CEO Endorsement Document and Annexures

Prepared the substantial elements of CEO Endorsement document and its annexes, including sections such as baseline scenario, log-frame, alternative scenario, stakeholder engagements, risks, consistency with national priorities, institutional arrangements, knowledge management, and others Annexes include – projects results framework, environmental and social safeguards, budget tables, co-financing budget, procurement plan, terms of reference, work plan, monitoring and evaluation, stakeholder engagement plan, GHG emissions, others

Gender Analysis and Action Plan

Undertook a gender analysis and ensured project deliverables are gender-sensitive and prepared a gender action plan with activities, indicators and targets

Mission Visits

Led project scoping mission with the Client and the national government, including a stakeholder workshop to validate the baseline, identify barriers, collect data, and define interventions. Prepared a mission report summarizing key findings and decisions

Outcome

  • The GEF-funded e-mobility project in Zimbabwe has been approved for implementation. It includes the deployment of two electric buses, with the remaining budget allocated to technical assistance for policy support, development of the local EV value chain, grid impact assessments, end-of-life battery management, and other areas.
  • The project also supports the development of a National EV Policy Roadmap and the establishment of a knowledge management repository to enhance stakeholder skills and capacity.
