Low- and middle-income countries (LMICs) are heavily reliant on used vehicle imports, which are predominantly ICEVs. This report outlines a dual strategy to accelerate affordable e-mobility in LMICs through the safe import of used EVs and retrofitting of existing ICEVs, especially for 2Ws, 3Ws, and LCVs. It presents trade data, case studies from 15+ countries, and total cost of ownership (TCO) comparisons, highlighting retrofitting as a viable option where used EV supply is limited. The report outlines key challenges—battery degradation, lack of standards, and limited skilled workforce—and provides targeted policy recommendations on pre-shipment inspections, battery SoH thresholds, technician training, and ecosystem development to enable scalable, safe, and cost-effective adoption.
