
Bhutan aims to maintain carbon neutrality while addressing the rising emissions from its rapidly growing transport sector. This LEDS outlines a 30-year strategy to decarbonize surface transport through prioritized interventions based on Marginal Abatement Cost analysis. It sets out short-, medium-, and long-term targets across areas such as public transit, EV adoption, non-motorized transport, freight electrification, and emission standards. The report outlines policy actions, infrastructure investments, and financing pathways to achieve cumulative GHG reductions of over 5.6 million tCO₂e by 2050, with a strong focus on electric vehicles, shared mobility, and rail-based freight and passenger systems.
